Kees van Dongen was a Dutch-born painter who lived much of his life in France. With his work, he was one of the most important Dutch representatives of fauvism (expressionist style).
The image is a pochoir print. A pochoir print uses several templates. The color separation is manually cut from the template for each color. One by one, the colors are applied with the brush. Many 20th-century artists (Van Dongen, Picasso, Matisse) used this technique to reproduce their favorite works. The pochoir best approximated the original, it was felt.
